What are the stages of the MPRP application?
The eight stages of an MPRP application with the official deadline attached to each and what can go wrong at every step.
- Licensed agent — mandatory. No statutory deadline, but the power of attorney must cover the whole process.
- Submission — complete pack only. €15,000 within one month or the Agency may refuse. Optional one-year temporary residence permit.
- Due diligence — multi-tier checks on everyone; the Agency may request more information with a deadline; failure to reply can end the application.
- Letter of Approval in Principle — €45,000 and dependant fees within two months.
- Fulfilment — contribution, property, donation and insurance within eight months (extendable on good cause).
- Certificate and Letter of Final Approval — only when everything is in order.
- Biometrics and residence cards — the whole family attends in Malta; €500 per person.
- Compliance — annual form for five years; changes notified within four weeks.
What most often goes wrong: incomplete packs (rejected at the door), missed payment deadlines, property or insurance documents dated too early or too late, and undisclosed information discovered in due diligence — which is a ground for refusal on its own.

How long does the MPRP application take?
The regulations set deadlines for the applicant (initial fee within one month of submission; fee balance within two months and property, contribution, donation and insurance within eight months of the Letter of Approval in Principle) but no statutory processing time for the Agency. The Agency says decisions are communicated within a reasonable timeframe commensurate with due-diligence checks. Any overall timeline you see elsewhere is an estimate.
Why can an application be refused?
Grounds include failing the fit-and-proper criteria in regulation 13 (criminal charges or convictions, sanctions listings, threats to public policy or security, previous refusals), providing false or misleading information or omitting requested information, not paying the initial fee within one month, and not fulfilling the property, contribution, donation and insurance requirements within the deadlines after approval in principle. Agency decisions are discretionary and not subject to appeal.
