Which best describes the nationality of the main applicant?

The MPRP is only open to third-country nationals. Dual nationals holding an EU/EEA/Swiss passport are not eligible.

Is the main applicant, or any family member to be included, a national of — or closely connected to — a country currently excluded by the Residency Malta Agency?

The Agency publishes and revises an exclusion list. Its 2024 FAQ named Afghanistan, North Korea, Iran, DR Congo, Somalia, South Sudan, Sudan, Syria, Yemen and Venezuela, and stated that Russian and Belarusian applications were not eligible. Check the current list with the Agency.
