Who can apply for the Malta MPRP?

The short answer

A third-country national aged 18 or over, with assets of at least €500,000 (including €150,000 in financial assets) or €650,000 (including €75,000), stable income, a clean record and no ties to a country excluded by the Agency. Common situations

I hold two passports, one of them EU. You are an EU citizen and therefore not a third-country national. The programme is not available to you.

My assets are mostly property or a business. Real estate can count towards the total with an architect's valuation, and business documents (incorporation, share and director registers, financial statements) are accepted as evidence. But at least €150,000 (or €75,000 under the €650,000 route) must be liquid financial assets — bank deposits, listed shares, bonds, funds. Cryptocurrency does not count.

My spouse holds the wealth. The test is applied to the main applicant alone. Consider whether the spouse should be the main applicant, or transfer assets with proper documentation (deed of gift, bank transfer evidence).

I had a conviction many years ago. The regulations disqualify anyone convicted of, or facing charges for, an offence punishable by more than one year's imprisonment (involuntary offences excepted), among other grounds. Discuss the facts confidentially with a licensed agent before applying.

I am from a country on the exclusion list. The Agency does not accept applications from nationals of, or people with close ties to, excluded countries. The list changes; check the current position.

I already hold another Maltese residence status. Beneficiaries of certain Maltese schemes cannot hold MPRP status at the same time.
