Legal Notice 310 of 2024: property thresholds unified at €375,000 / €14,000, fees increased from 1 January 2025
From 1 January 2025 the same property thresholds applied across Malta and Gozo, the administration fee rose to €50,000, the contribution to €30,000 or €60,000, and a €10,000 charge per dependant was introduced. A second asset route (€650,000 with €75,000 financial) was added.
What changed
Minimum purchase value became €375,000 and minimum annual rent €14,000 for any property in Malta or Gozo, deleting the lower South of Malta/Gozo tier and the definition of 'south of Malta'. The initial administration fee instalment rose from €10,000 to €15,000 with a one-month payment deadline; the total administration fee rose to €50,000. The contribution became €30,000 (purchase) or €60,000 (rental). Each dependant attracted a €5,000 administration fee and a €5,000 contribution (dependants with a certified disability exempt). Regulation 9(2) added the alternative asset test of €650,000 including €75,000 in financial assets. 'Sickness insurance' was renamed 'health insurance'. Regulation 3 added the 'not yet attained 29' age limit wording for adult children.
What was previously applicable
L.N. 121 of 2021 (29 March 2021 – 31 December 2024): purchase €350,000 (€300,000 in Gozo or the South of Malta); rent €12,000 (€10,000 in Gozo or the South); administration fee €40,000 (€10,000 + €30,000); contribution €28,000 (purchase) or €58,000 (rental); €7,500 per parent or grandparent; single asset test of €500,000 including €150,000 financial.
What is currently applicable
The property thresholds and the €650,000 asset route remain in force. The fee schedule set by L.N. 310 was itself replaced by L.N. 146 of 2025 on 22 July 2025 (see that update).
Who may be affected
Applications submitted on or after 1 January 2025. Regulation 7 of L.N. 310 provides that applications submitted before that date remain governed by the regulations in force at submission.
L.N. 310 of 2024 was published on 19 November 2024 and came into force on 1 January 2025 (regulation 1(2)).
