29 March 2021: the Malta Permanent Residence Programme replaces the MRVP

Legal Notice 121 of 2021 brought the MPRP into force, closing the Malta Residence and Visa Programme to new applications.

What changed

New regulations under article 7A of the Immigration Act created the MPRP with a capital-asset test (€500,000 including €150,000 financial), a €40,000 administration fee, contributions of €28,000 (purchase) or €58,000 (rental), property thresholds of €350,000/€300,000 or rent of €12,000/€10,000, a €2,000 NGO donation and a €7,500 fee per parent or grandparent.

What was previously applicable

The Malta Residence and Visa Programme (S.L. 217.18), which continues to govern certificates issued under it and applications pending at 29 March 2021.

What is currently applicable

All new applications from 29 March 2021 are governed by the MPRP regulations, as since amended.

Who may be affected

All new applicants from 29 March 2021. Regulation 26 contains transitory provisions for MRVP certificates and pending applications.
