Property costs

Minimum thresholds

  • Purchase: at least €375,000 for a residential property in Malta or Gozo.
  • Rent: at least €14,000 per year for a residential property in Malta or Gozo (a lease of at least one year; no gaps in residence).

Both thresholds were set by Legal Notice 310 of 2024 with effect from 1 January 2025, replacing the previous lower thresholds for Gozo and the South of Malta. [Government of Malta — Government Gazette]

Holding period

The qualifying property must be held for five years from the appointed day (the certificate date). After that, a residential property in Malta or Gozo must still be held, but the minimum value no longer applies.

Transaction costs (general information — not MPRP fees)

Buying property in Malta involves costs governed by other Maltese laws, such as duty on documents and transfers, notarial fees, searches and, for non-residents buying outside a Special Designated Area, the Acquisition of Immovable Property (AIP) permit. The Agency FAQ confirms an AIP permit is still required in that case. These amounts depend on the property and your circumstances; ask your notary for a quote and enter it in the calculator as an optional item.

Renting versus buying

Since 22 July 2025 the government contribution is the same for both routes, so the comparison comes down to the property itself: five years of rent at the minimum totals €70,000 with no asset at the end, whereas a purchase ties up at least €375,000 plus transaction costs but leaves you owning the property.
