How does the MPRP property requirement work?

The rule

Present title to a residential property in Malta or Gozo — bought for at least €375,000 or rented for at least €14,000 a year — within eight months of the Letter of Approval in Principle, and hold it for five years from the certificate date. [Government of Malta — Subsidiary Legislation under the Immigration Act (Cap. 217)]

Timing in practice

You do not need the property to apply. Many applicants sign a lease or a promise of sale after approval in principle. A property acquired earlier is fine if it meets the rules. The Agency expects the lease and insurance to start close to the final submission, with a tolerance of about three months.

Five-year rule and swaps

During the five years you may sell and buy another qualifying property, or end one lease and start another, with the Agency's consent and no gap — but you cannot move from owning to renting. After five years the minimum value no longer applies, though you must still hold a residential property to keep the status.

Renovation cases

A cheaper property that you renovate can qualify if an independent architect certifies that its value has reached €375,000 after works paid for by you. The Agency may appoint its own architect and has the final say.

What the Agency looks at

Whether the property is residential, meets health and safety standards and is suitable for a comparable family; the deed or lease; Housing Authority registration for leases; utility bills, photographs and rent receipts; and, at its discretion, spot checks on site.

Hotel rooms and non-residential property do not qualify. The property must be held for five years from the date of the certificate.

Do I need to own or rent the property before I apply?

No. The property title must be presented within eight months of the Letter of Approval in Principle. A property bought or leased before submission is acceptable if it satisfies the qualifying-property rules.
