How much does the Malta MPRP cost?
A complete cost walkthrough for 2026: government fees by payment stage, the property decision, family costs, insurance and professional fees, with three worked examples.
Government-related costs (current rules)

The property decision
Purchase from €375,000 or rent from €14,000 a year. Since July 2025 the contribution is the same either way, so the comparison is purely about the property: renting at the minimum costs about €70,000 over the five-year holding period with no asset at the end; buying ties up the price plus transaction costs but leaves you with the property.
Worked examples (government-related costs only)
- Single applicant: €99,500.
- Couple with two children under 18: €101,000.
- Couple with one adult child (24, studying) and both of the applicant's parents: €124,000.
Add the property, health insurance (the Agency FAQ quotes €250–€750 per person per year as an indicative range), your agent's fee and document costs.
What is refundable?
Nothing paid to the Agency is refundable. The administration fee is expressly non-refundable, and the contribution is paid only after approval in principle.

How much does the MPRP cost in government fees?
For applications under the current rules (Legal Notice 146 of 2025): a non-refundable administration fee of €60,000 (€15,000 within one month of submission and €45,000 within two months of the Letter of Approval in Principle), a government contribution of €37,000 whether you buy or rent, a €2,000 donation to a registered NGO, €7,500 for each adult dependant other than the spouse (adult children with a certified disability are also exempt), and a residence card fee of €500 per person for five years. On top of this come the property (purchase of at least €375,000 or rent of at least €14,000 per year), health insurance and professional fees.
Is the administration fee refundable?
No. The regulations describe it as a non-refundable administration fee. The Agency FAQ also confirms it is non-transferable to other programmes, such as a citizenship application.
